Every time that I've read of a housed national fraternity or sorority accepting someone working on a graduate degree it tends to be a "one off" situation, where just because this chapter did it doesn't mean that other fraternities

If you’re a graduate student, you barely have any time for social activities much less joining a fraternity. Thus it would be your best interest to not join a fraternity as a graduate student. Plus most chapters are for undergrads.

To my knowledge it is up to the individual fraternity and they will most likely let you join as an "honorary member" if they do. You might have better luck with non-Greek frats. There are plenty of activities, groups and societies for graduate students as it is.
